Low idle that won't adjust upwards

Hi everyone!

I have MS2 3.57 in my NA 280Z and it always has had a low idle around 550.  Other than that, the car drives fine and doesn't die.  The other day I tried swapping in a new brake master cylinder and then I noticed a hissing sound coming from the master cylinder area so I checked to see if my low idle was because of a vacuum leak.  I pulled the brake booster line to the intake and plugged it with my finger.  I still got the low idle I had from before.  When I adjusted timing from 18 degrees down to 10 and then back up to 35, the idle remains the same.  When I had ignition timing of around 35 degrees for idle, I could unplug the brake booster line and the car would idle at 2500 RPMs.

So is my low issue because of a vacuum leak somewhere or is my 240sx throttle body not letting enough air in?  I do not have an O2 sensor in yet and hybridz won't let me upload an msq
