No, it does not directly add power like nitrous. It does cool the intake charge and add more octane. Doing this allows you to run more boost and timing that you would without. Adverage would be 2 more psi and 1-2 deg of advance. Most apps make 20-30 hp. If you take a car thats not tuned and put meth on it and then tune it you can get inflated number.
