engine lacks power

Hello, I just recently got my 1979 280zx back. The engine is completely rebuilt and 90% new parts. However I am having some issues here. For one the engine itself lacks a bit of power, and has a bit of a misfire at idle and upon acceleration. It has new fuel system, new injectors pump spark plugs/wires. Ect ect. I am just curious if it could be the timing on the engine? Or what and if so I am curious as to how I'd go about setting it if anyone knows the correct degree. Another question is i took it through emissions last week and it passed under load with my readings of hydrocarbons: 89. Carbon monoxide:.14. And at idle my readings were hydrocarbons: 442 and Carbon monoxide:.11 it failed for hydrocarbons. .......any ideas as to what caused that?
