Signs Carb Needs to be Rebuilt

I'm trying desperately to bring my newly purchased '71 240Z w/a SBC 327 back to life, after not being run after over 10 years! I've drained the tank (whatever was in there could no longer be considered "gas"), primed the oil pump, MMO in the cylinders, pulled the top off the Carter carb and sucked out the dark brown fluid I assume was once gas. Changed the balast reducer...I think it's called (drops voltage from 12V to 4-7V for the coil) But still won't start. I've got it now to fire a bit during the cranking, but only when cranking. One question I have is...what are the indications that the carb needs to be rebuilt? When the motor's not running, looking into the carb and giving it throttle, all I see is a small liquid stream of fuel squirting from the ports on the side of the barrels. I see no atomized fuel coming from the ports (I don't know their proper name) in the center portion of the carb. Is this indicating a need to rebuild?

If the "small liquid stream of fuel squirting" does not have much pressure....rebuild it because the old gaskets will probably leak any way. Also you can give the internals a good cleaning which I suspect jets and passage ways are partially clogged and restricting "squirt".Maybe extreme and a llttle fool hardy but when I suspect a clogged carb or fuel not getting into the cylinders, I dump some gas in the carb .close the choke and crank.. if it runs and then dies with adequete fuel in the carb bowl...tear the carb down..Maybe some one else has some better suggestions

I think I've got the distributor off after the oil pump priming. I got the #1 cylinder to TDC, and the rotor on the distributor is pointing to the next cylinder's terminal (or whatever you call it). It's been suggested that I may be off one tooth on the oil pump shaft notch. I'm going to pull the distributor, rotate the OP shaft and try to get the rotor pointing right at the #1 cylinder. I'm used to the distributor-less ignition of the Turbo Regals. All this old school stuff is new to me.

Here is a Mr. Grump post web page with a diagram on setting Re-edit: a distibitor diagram is no longer available on the page. SBC firing order 1-8-4-3-6-5-7-2 with the distributor rotation clockwise.... from the driver side engine front going backwards: 1-3-5-7 ....on passenger front going backwards 2-4-6-8
