Therefore, any 32 Ford with a LS1 engine is fine and does not need to be retrofitted with any sort of emissions equipment. In fact, the owner could theoretically do anything he wanted within reason of other laws. I made great use of this law when I was building up some old VW bugs (1954 Oval, 1959 Ragtop) and installing some very non-stock and non-smog regulated powerplants. It's actually one of the few laws that makes sense actually as how many cars built prior to 1965 even remotely considered emissions in part of their design? They are very few in number, and the ones that are left are either restored, hot rodded, or on their last legs before the recycler. I know those cars are typically restricted in terms of miles/year. Maybe that's enough for the smog nazi's to cut you some slack? I never thought of it, but it may be worth a try.
