Try shorting the wiper (signal) pin to the ground pin of the TPS connector and watch the TPS gauge. This should hold the signal to 0%TPS. If it doesn't, you have a ground problem or the signal pin is floating. You may have an open between the sense pin of the TPS and the MS.
