To your questions about smog, '73 and earlier are exempt from inspection, otherwise, the days of the black market certificate are gone. The DVM is hooked into the smog test stations via computer. Your certificate is transmitted electronically. Any smog test stations that are caught fudging the results lose their license. Since they all spent a pile of money to install the dyno's, you will be hard pressed to find a pirate station. Do the conversion right the first time and you won't have to worry about it again. If you are so concerned about passing smog, get a '73 or older 240Z and be done with the whole thing. Otherwise, be prepared to do it correctly the first time(and only time).
