If you are talking about while running the engine, water misted into the intake works pretty well. Not how much it will leave behind, but it can get quite a bit out. The Book says you hook up a tube from a can of the liquid stuff to the vacuum port of the throttle chamber. I never heard of using water to decarbonize the engine. I dont know of any way to tell how dirty it is, other than pulling the head. A smog check will point towards carbon deposits, but it wont tell you how bad.
