I think I narrowed down the problem...Is this correct?

Alright, I got my volt meter and it's nice outside, for the mean time so I went to check some volts...My battery is kicking out 12.6V and the connection to the B Terminal is good with 12.6V...however, the S terminal wire is only kicking out .4 volts. Should it be putting out around 12?

Ok, scratch that because I'm an idiot...I forgot to have someone get in the car and turn the ignition key on for me and when they did the S terminal wire was putting out roughtly 11.89 Volts...This is killing me! Could it be a ground issue?

As far as I know, the wires are getting proper voltage...The wire to the B terminal of the starter is getting roughly 12.4 volts and the wire to the S terminal is getting roughly 11.89 volts...you can take the starter out...Attach a jumper cable to it and put a screwdriver between the 2 terminals and get it to spin...However, whenever I bolt the starter to the engine and connect it and try arcing a screwdriver between the 2, I got it to spin for a second then when I pulled the screwdriver back out and tried it again I only got a "click"...What the heck is going on :o( I'm not much of an electronic guy so this is killing me

Alright, I really think I narrowed down the problem but still haven't figure out a solution...I took the starter out once again and connected all of my jumpers and what not...However, this time I left the spade terminal wire in the starter and checked the voltage...It kept reading a constant .44 UNTIL I connected the ground jumper to the starter, then the spade terminal dropped to 0...So I narrowed it down to the fact that the spade terminal is the problem. Yet i have no clue how to remedy this. I tried relocating my ground wire from different spots on the Bellhousing and still no go...Could a fuse be causing this?

If you're jumping the two large terminals across the solenoid, and the body is grounded, and the motor won't spin, you most likely have worn out brushes in the starter. Pull the rear case on the motor apart and inspect the brushes.
