'83 Turbo running lean - Help plz

Any thoughts or ideas on a cause or possible soln. would be appreciated!

 

1983 280ZX Turbo, automatic, stock - now passed on to third shop for diagnosis....

 

The car has low power - throughout rpm range. No load, slow to accelerate. Undrive-able -> test drive, had to limp back on back roads.

 

Car has new air flow meter, coolant temp sensor.

No air leaks have been found in bellows or other.

 

Ignition firing voltage & pattern are good.

 

Exhaust gas reads lean

 

Fuel pressure at rail is correct as is volume.

 

If increase fuel pressure (block return line) or by increasing injector duty cycle on time (by tricking into cold start mode) then car overcomes ~90% of issue.

 

Suspect air bypass through turbo ducting? Turbo Press. Control Valve?

 

Anybody have any thoughts on this one? We know it's lean but where from? All advice would be appreciated!
