really? so the dial opens and closes the fresh air vents, but then what does the knob do?

I was wondering, in my 280z, next to the open hood lever, there is a knob that can be pulled our and there is a dial that says open, or can be rotated to saw close. There is also another knob on the passenger side. I don't know what these things do, anyone know?

My A/C doesn't work, and it was recommended I replace the dryer as well as the expansion valve, the valve I know is corroded shut, and the dryer is probably dead anyways. The dryer is easy to access, but i don't know how to get to the expansion valve. I know it sits behind the vent panel/air control panel, but I don't know how to reach. Any help as to how to get the panel off and remove the valve? Thanks
