A/C fan (under hood) not working.

This is an 82 turbo which has the electric fan on the front of the condensor core under the hood. The fan is supposed to come on when the A/C is switched on, but it doesn't. I know the relay and fan are good (see below).

 

I tested the relay, it's good, swapped them anyway to be sure---I then removed it and placed a jumper from the NO to the COM term to operate the fan when the key is turned on. That proves the fan/wiring is good.

 

With the ign switch and a/c on, relay for the cooling fan removed, there is supposed to be 12 volts at one COIL terminal and 0 volts at the other COIL terminal in the relay block. This is where my problem is. I get 10.68 V at the one and 8.6 V at the other. I have heard that there is a diode somewhere upstream of the relay. What now?

 

Is this mystery diode the problem or where can I go next? The system works as rigged, but I want to get it right. Thanks, Doug.
