I don't know about if it's legal in Cali, but I heard about that spray stuff a while ago. I thought it was fake untill I heard it on Paul Harvey's news and comment. I guess it works, but I would have to see it to believe it.

I still like the idea of sending a picture of the cash you owe if you get caught with the photo radar. :D

They are illegal in CA. Enforcement is spotty though...kinda depends on the cop, I suppose. I believe that the law states that the plate has to be visible form 50 feet away, at night.

Full license plate covers are illegal in California. The only part of a plate that may be covered (in clear plastic, whether hard or soft) is the very top portion where the stickers and the word "California" are located.

Clear plastic license plate covers can have an adverse affect on the state law that requires that a license plate be clearly legible from 50 feet away at night. In addition, our beloved red-light cameras may not get a clear photograph of a violator's license plate if it is covered in some way.

Tim is right, in California you cannot cover the plate WITH ANYTHING at all. A "cover" is illegal, period, but I have seen them for sale at Kragen for $20 to subvert photo radar. If you think about it, the only photos taken are the kind that catch people running red lights, which is more dangerous then speeding IMO!!!

Still, you could buy two "just to make sure." :D I could see it now, you are pulled over and trying to explain to the officer, "They keep my new plates clean, officer." lol :D I bet they buy that one...
