Vacuum source for brake booster

This Z is new to me (and I'm new to hybrid Z's...). The brakes on it were terrible when I bought it; you really have to stand on the pedal to slow it and when it's idling fast at startup, you have to keep both feet on the brake pedal to keep it from creeping forward. The PO claimed it was the master cylinder. I have replaced the master cylinder, steel lines, rubber lines, calipers, and rotors (got a little carried away...). The brakes were the same, so I checked the inline check valve to the booster. It was bad, so I bought a new one. No improvement. It looks like I need a new booster. I noticed that the vacuum line that feeds the booster is "T"d in to the line that runs from the carb base to the PCV valve. Could this be a problem? My thinking was that the vacuum being provided through this line was all being used to suck fumes through the PCV instead of helping me stop. I ran the line straight to the carb base to check and didn't see any improvement, so that may not be true (or it may be and I just have a bad booster). Is the way mine was set up bad?

Another thought: could the fumes from the PCV be ruining my check valve and booster? It just seems odd that both would be bad. Thanks much.

I have mine T'd between the PCV and base, and my brakes work fine. Are you sure your check valve is intalled right?

The tapered side of the ck valve goes towards intake side and the flat side of the valve goes towards booster

Mine doesn't look like that (I got it from MSA), but one side said "engine" so I put it on the vacuum source side. I'm just trying to make sure I need a booster before spending $200 for one (and trying to keep from ruining it if the PCV thing is a bad idea)...
