how to remove primer thats on good paint

I just got a 85 ae86 corolla gts(I know not a Z at all, but this is the only forum that I really go on other than 88hybrid, so whatever metals metal and paints paint... i got a corolla thats primered grey and its flaking in some places and it looks good underneath where its flaking, it looks like it has good clear coat and silver paint, is there any way to just remove that one layer of primer from the car? someone told me to use 1000grit and wetsand but I dont know, what do yall think?

I dont know that its flaking enough for a pressure washer but I was looking for some kind of paint thinner stuff to use like what JSM said, but I can try both.

 

Who ever had it just threw it on it looks like, but yea where its flaking it looks good underneath, I only paid 300 bucks for a 5spd ae86 that runs so its all cool.
