Head Saver Shim trouble

So I'm putting together a rebuilt L28et, I had the head (p90a, not sure if that's relevant, kinda new at this) milled down about .020" or less (I believe) and i have a fel-pro copper shim thats .020" thick. Now originally I was told to put this on top of the head gasket, but as I was reading the directions that came with the shim, it said to place it directly onto the block, and then place the head gasket on top of that. And also to apply a "sealant" onto either side of the shim.

 

So which would it be:

A: On top of the block and underneath the gasket (with sealant?), or;

B: On top of the gasket and underneath the head?

 

I've never used a shim before on a rebuild, nor have ever had to apply sealant onto the gasket, so I want to do this right, cos the next time I intend on taking this motor out is to put in a RB30 and preferabley not beforehand should this all go wrong. . .

 

So any advice?
