l28et surging and dying at startup

when i start my engine in my 83 turbo, if i don't touch the gas, it will surge from ~200 to ~1000 rpm 4 or 5 times before just dying all together. Now if i rev it and snap the throttle shut, it dies also. This problem is worse when the engine is cold, but still there when its warm.

 

Any ideas as to what it would be, or how to begin troubleshooting without spend a whack of cash on new parts? Now this is my parts car, and i intend to swap that motor into my 83 n/a as soon as i can get the kinks worked out.

 

My freind thinks its the tps. If this is the case, can a ka24 tps be used with a 280zx ecu, as i plan on doing the ka tb swap.

Mine was doing something similar. It ended up being the AFM. Check the impedances on the pins as the atlanticz site says to for starters.
