how do you take this off?

Im guessing your talking about the rear? If so just go ahead like rturbo said and drill out the spot welds and pull it off.

 

From there If you want to fill in the holes get a piece of sheet metal and glue it on from the backside using a good metal/panel adhesive or maybe Jb weld. Make sure each piece is cleaned good of any under coating. Then from the the outside you can scim it with some bondo and rattle can it to the color of your car.

 

Or get alot of bondo and...

bondoing over the bumper holes will never, ever, EVER work lol. If your care full on the spot welds you wont get holes but its impossible not to at least get dimples from the top of the drill bit.

To jbweld metal backing then bondo the gap? Ya it would work and prob hold up long enough but thats one hell of a ghetto way to do it lol. Really though do it the right way and have a welder get it done. Even if you have to pay him flat rate its not going to break your bank.
