Rebuilt engine compression, never started - should it be good, equal, or it is irrelevant since the rings haven't sealed anything yet? Rotating the engine enough without a properly primed and pumping lubrication system could do damage. I wouldn't risk it myself. Standard compression test is 5 rotations per cylinder.
