I have a scheme in which I build something similar out of pallet racking materials. My garage floor is sloped and getting my car on jackstands has a rather high pucker factor. I won't speak for him, but I am very interested in getting one myself. Sure would make continuing with my bellypan ideas much easier to fabricate having the suspension in its loaded postion. My issue is that my garage floor is sloped pretty well and getting my car on stands is pretty stressful. I have been considering building a DIY version of the wheel "stands" that the tires would sit on. More like alignment rack type stands. Still have to get the car up there though! 1,400 seems pretty expensive for that thing, although I am sure the insurance they must carry is also very expensive.
