How to shrink a photo

I've always used Microsoft Paintbrush -- just hit ctrl+w, and then type in what percentage you would like to shrink it down to. I've downloaded a resize program before to see if there was any advantage and it was loaded with spam. If it's just something simple that needs to be resized, I don't see why Paintbrush won't do the trick -- it has been for me.

If you're dramatically shrinking a picture, Photoshop can't be beat for reducing it without causing pixelation. For what you want to do however, use Paint like Zeeboost said. It's free and you already have it on your machine...unless you're one of those Mac guys.
