Anyone dealt with Moneybookers?

I'm interested in buying a second ATV and the seller is in London on bussiness for the next seven months. He says its at a Moneybookers storage facility and that I arrainge payment to them, they ship to me , I accept or refuse and if accepted, they release payment to the seller. I told him the only way I'd buy from him is if I can go and see the quad first hand, pay them and haul it home myself. He's being reluctant to arrainge this appointment with Moneybookers saying it will take longer than he is willing to wait for the transaction to go thru ( he says they can take as long as 25 days to get an appointment ). Does this sound fishy to anyone else? I'm really hoping its not, its a sweet quad at a good price but if I cant see it first, I'll have to pass...unless you guys know this to be common practice with Moneybookers and that they're reputable for this type of transaction. Thanks.
