It takes a while when you are trying to set up a server with such strict permissions, etc. Especially when you start screwing with everything Unless your referrence is to the speed. That is mainly there because I have no idea how many people will be using the server. If there arent many, I will set the max connections to 2 or 3 at a time and remove the cap. During night time hours I may set it to allow 2 users to download between 15KB/s and 20KB/s or one lucky user to download uncapped.
