It looks like some type of pull sensor between the car and the post but how it translates pull into hp? I'm just wondering how those truck wheels aren't falling off without lug nuts? Maybe they're welded on? :?

That's an electronic "load cell". It's whats used to weigh things. I used to build and test them. Not sure what brand that is but it looks really close to the ones we made at Cardinal Scales. So, he is using that to get some sort of pulling measurement in pounds I guess. Would that be how he is getting his foot lbs of TQ reading? I don't know a whole lot about how a dyno really works. But I do know that is a load cell...the thing that is shaped like a "Z".

As for the lug nuts...

 

Thats the inside only wheels of a semi drive axle, the studs that you see are also the nuts for the inner wheel(they are removed with a square drive socket thats fits over the very end of the stud, not sure on the exact size)...

 

The outer wheel would have normal'ish looking wheel nuts.

 

Looks like he also using the brake chambers/shoes to put a "semi" repeatable load on the vehicle with a given psi.. not too shabby
