Once you finish the fiberglass shell, how are you going to attach it to the body? and is that center console going to leave room for both the steering wheel, and your knuckles, it looks a little close in the pictures. As for the fabric, from what I've been able to find, speaker cover fabric works really well for that.

Have you thought about bringing the exhaust through where the bumper used to be? Something like this, but perhaps two exhaust pipes instead of four.

What he said (every word of it). Even if you get the bondo to completely dry out, the moisture has already wicked its way to the metal surfaces.

Have you thought about just making it quieter, rather than trying to find a temporary fix to get around the ticket. I hate to be buzzkill, but it sounds like you've completely discounted the possibility that your car might actually be loud and might actually bother other people.

It looks like you've been busy. Have you given any thoughts to baffling the incoming air. I would think that with the windows rolled up, if there were a lot of air coming in, it might make your ears pop like crazy. In my Matrix, if I open just the rear windows, I can feel my ear drums vibrate with every breeze.
