I have a 99 Suburban engine and tranny sitting on a pallette in my garage. I also have the Helm manual (4 telephone directory sized books ). The injectors are individual, but are 'hidden' under the throttle body in a spider legs type arrangement, unlike most port systems where the injectors are external. So although it appears to be a TB injection system, it is actually port injection.

Anything 75 and older is exempt for biennial testing and change of ownership testing. They are required to have original and operational emissions equipment (tampering or removing is a Federal offense).
Will you ever get caught if you do....crapshoot, but likely not.
I was pulled over in my Z when it had the LT1/T56 (for not having front plate). The officer commented on the car and how he liked it. I offered no info on the powerplant, and he didn't ask.

That pump should be fine, pressure wise, but I do not know the volume specs, so you might want to see if you can find that out. Should be fine....try running it, and if it can't keep up, replace it.
Any more than 7-8 psi will overpower the needle and seat in the carb and flood it. You WILL have to regulate the pressure if the pump pushes mpore than that. Low pressure pumps are so cheap, that messing with the high pressure stock pumps is pointless.
If you are planning to use a return to tank type regulator, I don't see why it wouldn't work, after all, the fuel would basically be free flowing back to the tank, with 5psi of it going to the carb....

I have backed off of my goal of 1k HP. I figured it will be basically unuseable and very expensive to buid the drivetrain to support it. 700hp at the wheels is all I'm after.....
I want to delete the post Cat O2 sensors on my 99 Suburban motor, but can't see paying the ~$90 for a pair of simulators. Can I just wire in a resistor so that the PCM doesn't set a code? If so, anyone know the correct value resistor?

I bought a cable from Andrew at AKM electronics....like you said ~$90.
If I were you, i would keep things simple and buy a used laptop (cheap since it doesn't have to be very fast), and get a cable and use that laptop for tuning only. That way you can keep any software interaction problems to a minimum.
