I have a 1962 409 impala convertible, and does the same thing. It sounds like a common problem.

Have you bled all the air out of the system? You may have an air pocket somewhere.

Depends on the engine, if it's HiPo or not. If you are only running 6 - 7 psi 8.5:1 will work.

Have it rebuilt with lower than stock compression, and forged pistons too.

The car looks nice, if the frame is good, it may be worth it to swap your stuff over.

That is for a vent hose. The Z tank has 3 of those, one pictured, and two at the top of the tank ( tall side). They all go to a small vent tank behind the filler neck. You need to take the inside panel off inside the car to see it. The easiest thing for you to do, is run fuel line from these vent barbs back to the vent tank.
