    Take some wire splice at where the headlights are then connect to 12v and ground. It's not the safest thing to to but it will doo for now....

    The cap is there just to filter out noise. Umm Try testing the voltage with a seperate voltage meter. Some wires could have been messed up.. who knows... gotta check
